Strategizing requires the projection of all relevant information and data and choosing among unlimited opportunities. Utilizing various techniques, this phase will result in choices being made among the many alternatives to narrow it down to a manageable cadre of strategic goals.

Conduct College wide goals
The Mission, Vision, and Values statements that are generated in Phase III and the integration and assimilation from Phase IV will determine the themes and threads that will ultimately determine the goals in Phase V. The Strategic Planning Council as a whole will determine these goals. A matrix will be developed so that major and minor goals can be developed and eventually lead to strategies and documentation of achieving goals.

10. Conduct visioning activities takes the vision statement and extends it in concrete terms to establish themes that fulfill the mission of the college that serves its students and community.
11. Formulating strategic issues takes the visioning activities and establishes provocative questions that describe challenges and opportunities related to the themes that have been established.
12. Drafting strategic goals involves taking the strategic issues and putting them into behavioral-type goal statements.
